I don't remember why this was introduced. [AzuriteDockerRule|https://github.com/apache/jackrabbit-oak/blob/c6ddcc55bee3de915459af01e91edad32d538f3d/oak-segment-azure/src/test/java/org/apache/jackrabbit/oak/segment/azure/AzuriteDockerRule.java#L74] pulls the image when it needs it and if something fails, the test is skipped.
