Yes I can do this.

I created a new workflow scheme which is a copy of the classic workflow but all issues that are Resolved/Closed need a FixVersion to be set (either then or any point in the process before)

Only thing with this is that even issues you close as 'Invalid' or 'Wont Fix' will still need a FixVersion to be set. (Perhaps create a dummy Fix Version for these issues ?)
