Classpath resources

Hello im trying to load xml resources from classpath, related to the 
Ibatis.com db layer ...

the file ''com/ibatis/db/sqlmapconfig.xml''is loaded using 
ResourceAsStream ...

the 'com/ibatis/db/Users.xml' xml file is referenced by "sqlmapconfig.xml" :

  <sql-map resource="com/ibatis/myapp/sqlmap/Users.xml" />

but is only found if the webapp is mounted on my "Java(TM) Web Services 
Developer Pack 1.1"

it's not recongnized in Netbeans  3.4.1 built-in Tomcat  neither recent 
4.1.24 LE JDK14 ....
