[dev] docstring format

Hello.

Libcloud docstrins should be consistent. It's very important for
Libcloud.REST project. Libcloud.REST inprospect libcloud's docstring to
build most of the functionality. So docstring format that described in gist
are proposed: https://gist.github.com/3080179 . If you have any
suggestions,please,  leave a comment.
