Cactus New Functionalities In The Incubator

Hi gyus,

I was developing a new build system for Cactus, as well as a maven-cactus
plugin and we are
planning to move it in the incubator to finish the development there [1].
Anyone who wants to help
is more than welcome, once the move is finished completely.

Probably best to do the import in a branch and work from there (and give people the opportunity to
see the new stuff)..
