Moving org.apache.avalon.overlord.TimeTriggerFactory.

Hi.
overlord has TimeTriggerFactory.
I think about move it to o.a.a.cornerstone.services.scheduler or
o.a.a.cornerstone.blocks.scheduler.

Moving is right action?
What is better place for TimeTriggerFactory?
I think services.scheduler is better...
