Patch to fix and enable the test.  Also enables the XMLEncoder test which also works.  It also fixes the cut and paste error in the hyproperties.xml files which meant that the test.resources property pointed to the src/main/resources rather than src/test/resources.  None of the other ant files actually refer to it (yet).
