   **FEATURE REQUEST**
   
   1. Please describe the feature you are requesting.
   
   #473 bumped the protobuf version to 3.x. and in #491, we might introduce new metadata rpc based on protobuf3. so it would be great to set explicit proto syntax to `proto2` for existing protobuf versions.
   
   2. Indicate the importance of this issue to you (blocker, must-have, should-have, nice-to-have). Are you currently using any workarounds to address this issue?

   3. Provide any additional detail on your proposed use case for this feature.
