### Feature Description
Managing Dead Letter Queue (DLQ) messages currently requires manual intervention to query and resend individual messages. In large clusters, operational teams require automated replay policies with rate-limiting, delay intervals, and comprehensive execution auditing to avoid overwhelming downstream consumer services.
### Proposed Solution
1. Introduce `DlqAutoReplayPolicy` and `DlqReplayExecutionReport` models supporting rate control, execution schedule, and failure handling.
2. Implement `DlqAutoReplayService` to orchestrate batch replay pipelines, apply throttle limits, and track replay execution history.
3. Add `DlqAutoReplayController` providing endpoints for policy management and replay triggering.
4. Add frontend `DlqAutoReplayModal` to configure replay rules, view execution progress, and inspect replay outcomes.
5. Provide unit tests for controller and service layers.
