Could you elaborate on what the files contain?  There are already test files for 0.14.1 format in arrow-testing: [https://github.com/apache/arrow-testing/tree/master/data/arrow-ipc/integration/0.14.1] As well as fuzzing examples: [https://github.com/apache/arrow-testing/tree/master/data/arrow-ipc]
