[NOTICE] Scheduling of Apache CouchDB 3.0.1 and 3.1.0 releases

Dear community,

The Apache CouchDB 3.0.1 and 3.1.0 releases are ready to go. There will 
be a short delay while we wait for the Apache mirror system to sync up.

I plan to make the announcement at:

     Tuesday, 2020-05-04, 12:00:00 UTC-4

I will use these release notes:

     https://docs.couchdb.org/en/stable/whatsnew/3.0.html
     https://docs.couchdb.org/en/stable/whatsnew/3.1.html

You can track the status of the Apache mirror system here:

     https://www.apache.org/mirrors/

Please make any necessary preparations.

some unforeseen circumstances™ require us to move the releases by a few hours until EU morning Wednesday. Nothing else changes.
