Create a plugin that generates a "report" that is a content index

Features of said report / associated improvements

* A new tag for xdoc such that a word is added to the index

* Use lucene or similar to find all references of indexed words
* Index javadoc etc
* Knock off another apache licensed project that has this capability

* Multi page indexes as desired (A-B, C-E etc)
