Now, available resource of queue doesn't consider queue's current-max-limit, but available resource of user already considered that, we should make them consistent.

And in addition, we can make code better organized, now computation of AvailableResource of QueueMetrics/UserMetrics are placed in two places, we should merge them to a single place.
