Apache 1.3.26 and UTF problems

Hi all..
I recently upgraded our apache server to 1.3.26.
We serve pages with unicode characters on them.  Since the upgrade those
characters will not show up correctly in IE 6.  They will work in IE 5.5 and
in Netscape.  Apache outputs the following in the error.log:

Sending to Server No. 1 : GET
/ALEPH/FAST3KUG3FGCUK99YVES8JCNT8SNMNCTP9FBFBK5URLHNLE48Q-00272/scan-1/?SCAN
_CODE=TTL&SCAN_START=russkaia
Client: 128.226.37.140
NOUTF
CGI
Server No. 1 recieved 8192 bytes from server


This is just a snippet of the log, but if you notice it outputs a line
'NOUTF'

Does anyone know why this happens, or how to fix it?
