[VOTE] Release UIMA-DUCC 2.0.0 RC2

Hi,

the Apache UIMA DUCC v2.0.0 RC2 is ready for voting.

Same as RC1 with a few fixes:
- fixed missing README and RELEASE_NOTES.html from source distribution
- removed uima-ducc-db.jar from ducc lib
- webserver requires login to view history

Issues fixed in this release:

Cancelling the vote. The JIRA report in both binary and source is for
version 1.1.0 DUCC. Maven changes plugin used to generate JIRA report has
(had?) a bug that limited report to 100 JIRAs. The workaround for 1.1.0 was
to built the report manually and add it to the svn under src/main/jiras. I
totally forgot to generate a new report for 2.0.0. What a maintenance
nightmare! I will check if the new changes plugin has this fixed.
