I would enable two options for the script :

--deploy-snapshot
--deploy-release #git-commit-hash

As for the artifact name, I would make some things explicit:
- It's an apache project
- It's still incubating
- Snapshot versus release differentiation (which i think it's dev versus release on pip land)
