----------------------------------------

can you give us a sample project? such situations are tricky to reproduce

> Reactor order changed

> Key: MJAVADOC-379
> URL: https://jira.codehaus.org/browse/MJAVADOC-379
> Project: Maven Javadoc Plugin
> Issue Type: Bug
> Affects Versions: 2.8
> Environment: Maven 3.1.1, Maven javadoc plugin 2.8, 2.9.1
> Reporter: Frank Cornelis
>
> For somehow reason the maven-javadoc-plugin changes the build order when doing:
> mvn clean install site site:stage
> Causing the build to fail of course. Had to switch back to maven-javadoc-plugin version 2.7.
> PS: first make sure that the local maven repo does not contain the artifacts that you're about to build.
> This bug also makes the maven-release-plugin to fail.
