Community VOTE started for Flagon graduation

[Austin Bennett <au...@apache.org>]

Hi Incubator,

Per
https://incubator.apache.org/guides/graduation.html#community_graduation_vote
a Community Vote has started to surface the community's stance on
graduation [ a recent discussion was in favor ], which also suggested it
would be wise to notify this Incubator General List.

The start of the VOTE thread can be found:

Cheers,
Austin
