[FLINK-15548][table-blink] Use KeyedCoProcessOperator instead of
LegacyKeyedCoProcessOperator in blink planner
LegacyKeyedCoProcessOperator is deprected and should use
KeyedCoProcessOperator instead.
This closes #10827
