Added packaging for Python client. Once Ranger Python client is registered with pypi.org, users can access the library with the following:
$ pip install apache-ranger
$ python3 -q

>>> client = RangerClient('http://localhost:6180', 'username', 'password')
>>> client.get_policies_in_service('prod_hive')

Testing

Registered Ranger Python client with test.pypi.org, and verified that the library could be installed and accessed with:
$ pip install -i https://test.pypi.org/simple/ apache-ranger-madhan==0.0.5
$ python3 -q

>>> client = RangerClient('http://localhost:6180', 'username', 'password')
