Recommend updating how-to Attic instructions

Has now been automated in Whimsy with an Add Item action; to wit:

- Login to https://whimsy.apache.org/board/agenda/
- Click blue Add Item button at bottom
- Select Terminate Project
- Answer the questions
- Submit - this will place the correctly worded resolution into the next
month's board agenda

The current recommended resolution text for Attic'ing is now found at:

https://github.com/apache/whimsy/blob/master/www/board/agenda/templates/terminate.erb
