Rapidly switching keyboard input language from English to another language can get stuck on the other language.

To reproduce: taken from [https://netbeans.org/bugzilla/show_bug.cgi?id=224008#c3]

{{ 1. You have more than 1 language in your OS.}}
{{ 2. Make sure that use left Alt+Shift to switch language.}}
{{ 3. Open Netbeans}}
{{ 4. Type some thing in these 2 languages. example Thai and English. Switch language rapidly (about 3 times or more) and many times (try to type then switch about 3-4 times or more) and you might see that it cannot switch language anymore.}}{{Here is what i can re-product it last time.}}

Particular language doesn't seem to matter.

Workflow is interrupted. On days when I have to edit templates/language files with non-English text it'll get stuck to the second language at least once.

The only solution is currently a full restart of the app.

It's been a while since this was originally reported and keyboard language switching has changed to a per-application scope instead of universal scope in Windows OSes, maybe this new approach has facilities to fix/debug this issue, hopefully.
