[PR] test(topic): pin the broker route view [rocketmq-dashboard]

   ### What
   
   BrokerRouteVO is one broker's route entry - addresses including the replica map and ids, queue counts, and the effective permissions in both the enum form and the computed readable/writable flags. It had no test. This pins: every field round-trips, and a fresh route is neither readable nor writable.
   
   ### Verification
   
   - New tests on unmodified code: **2/2 green**, checkstyle clean.
   - Regression only (pure Lombok view).
   - Restored: green. Test-only change; no product code touched.
