Automatically hiding stale build-bot comments

Heya!

I've merged a change to our PR build-bot that will hide old stale build-bot
comments in the PR. Hopefully this will make it easier to have discussion
between humans on our PRs, while we work through how to migrate over to the
GitHub Checks API.

This script is a little ham-handed with making API calls. If we get
rate-limited and it starts causing issues, this is the commit to revert.
Otherwise, happy reviewing!

This seems to be behaving as intended, so I have backported the change to
branch-2.5+.
