   ### Problem
   
   Geography `ST_Envelope` fails on empty inputs:
   
   ```sql
   SELECT ST_AsText(
     ST_Envelope(ST_GeogFromWKT('POINT EMPTY', 4326), false)
   );
   ```
   
   The function asks S2 for a rectangular bound before handling the empty value, which can expose invalid/NaN sentinel coordinates and throw.
   
   ### Expected behavior
   
   - Return the empty input Geography unchanged, matching Sedona's existing Geometry `ST_Envelope` behavior for typed empty values.
   - Preserve the input type and SRID.
   - Behave the same for both values of `splitAtAntiMeridian`.
   - Continue returning `NULL` for a SQL `NULL` input.
   
   This was discovered while reviewing the coincident-line envelope behavior in the Geography `ST_MakeLine` pull request.
