   ### Summary
   
   `ResetConsumerOffsetDTO` requires instance/name/topic plus a positive epoch timestamp. It had no tests.
   
   ### Changes
   
   - An empty request reports all four required-field messages
   - A non-positive timestamp is rejected with its dedicated message
   - A complete request passes validation
   
   ### Testing
   
   `mvn test -Dtest=ResetConsumerOffsetDTOTest` passes: 3 tests, 0 failures (first coverage for this DTO).
