In a production system this is not an issue because the cluster nodes have those files in the classpath of the task.

But when running Oozie testcases in minicluster mode it fails because minicluster does not have those files.

Adding an empty "<configuration/>" hadoop-site.xml in core/src/test/resources/ solves the issue
