Does the crimson parser support encoding ISO-8859-1

Hi all,

I use the default JAXP parser (that is crimson) to parse xml documents. 
I set the encoding to:

<?xml version="1.0" encoding="ISO-8859-1"?>

However it does not work. I always get an exception when parsing 
messages that contain special characters like ö,ü, etc...
