Browser Detection

I'm looking for a JSP tag library that deals with browser detection.  I
ran across some messages in the taglibs-dev mailing list containing a
proposal to build such a library.

Does anyone know if this was ever done?  If so, where could I find it?
If not, is there a free library available elsewhere?
