[VOTE] Release ManifoldCF 2.10, RC0

Please vote on whether to release ManifoldCF 2.10, RC0.

The release artifacts can be found at
https://dist.apache.org/repos/dist/dev/manifoldcf/apache-manifoldcf-2.10 .
There is also a release tag at
https://svn.apache.org/repos/asf/manifoldcf/tags/release-2.10-RC0 .

This release contains a number of fixes and new features.  These are
summarized in
https://dist.apache.org/repos/dist/dev/manifoldcf/apache-manifoldcf-2.10/CHANGES.txt
.

I don't see any issue, I have just ran tests and if I try to run the
distribution built from the source code, I see all the connectors correctly
registered.

Everything looks good here, but I did notice that our copyright notice
needs to be updated to 2018.  I'll commit that in case we really do need to
spin another RC.

Not sure if it is an issue but:

I have downloaded source code, built with maven and ant without problems.
Then I started the system at dist/example/start.sh. After starting up I
couldn't configure any connector getting always the message "No connectors
registered". Nothing in the logs
