You'll have to give us more details here.  Did it work in a previous version of 
Apache with exactly the same configuration?  Or is this a new problem?  
Furthermore, does the .htpasswd file created look "right" (don't post the real 
one here, obviously)?  What configuration are you using? 
 
The best approach to fixing this would probably be to either discuss it on the 
users mailing list (see http://httpd.apache.org/userslist.html) or on the 
#apache channel on irc.openprojects.net and report back here when you've 
tracked down exactly what the problem is.
