[I] StreamingMonitorFunction ignores the "streaming-strategy" and the "start-snapshot-timestamp" when set [iceberg]

The [StreamingMonitorFunction](https://github.com/apache/iceberg/blob/main/flink/v1.17/flink/src/main/java/org/apache/iceberg/flink/source/StreamingMonitorFunction.java#L129-L156) ignores the `streaming-strategy` and the `start-snapshot-timestamp` properties when set. For example, if I set the following properties, the connector ignores the last two and reads all the events from the very first snapshot:
- `streaming=true`
- `monitor-interval=1s`
- `starting-strategy=INCREMENTAL_FROM_SNAPSHOT_TIMESTAMP`
- `start-snapshot-timestamp=1700760262000`
Using `start-snapshot-id`, on the other hand, works as intended.
