[I] Fix driver spill NPE error [auron]

Deegue opened a new issue, #2107:

   **Describe the bug**
   Driver gets NPE when executing spill.
   
   **To Reproduce**
   On the driver side, `TaskContext.get` returns null, which caused an NPE when calling `tc.taskAttemptId()`. 
   
   **Expected behavior**
   No exception here.
