Tomcat 4.1.9: URL behavior

If I type in a URL such as:
   http://localhost:8080/cocoon/samples

I receive a Resource Not Found error.

But, if I type in the URL like this:

   http://localhost:8080/cocoon/samples/

with a slash at the end it finds the page properly.

Why is this?  It doesn't do it for all URL's.  It's
confusing sometimes when this happens.  Can this be
adjusted to work correctly both ways all the time
somehow or is this some type of bug in Tomcat?
