Re-thinking Log-Levels

Hi there,
as stated in https://issues.apache.org/jira/browse/OFBIZ-11956, I would like to spark a discussion about log-levels for some Messages. As you may find in the ticket, this concerns Messages thrown in ScreenFactory, ConfigXMLReader, ModelService, ServiceEcaCondition and DataResourcePermissionService. All of them are at least log-level "Info" but
a) occur all the time, spamming the log
b) are offering not much information that is used outside of a debugging-context

I really would like to hear, what you all think about this.
