I did some digging to the extent that I added a test that captured this failures here: [https://github.com/apache/arrow/pull/12831]
I can confirm that this does not happen when `format = 'parquet'`. The error message is coming from [here|https://github.com/apache/arrow/blob/master/cpp/src/arrow/dataset/file_csv.cc#L212] but that is about as far as I got. I think this is also related to ARROW-14743
