[PR] feat: rewrite TSFile Viewer with modern tech stack [iotdb-tsfile-viewer]

## Summary
Complete rewrite of the TSFile Viewer application with a modern technology stack and comprehensive feature set:
- **Backend**: Spring Boot 4.0.1 + JDK 21 + Apache TSFile 2.2.0 + Caffeine Cache
- **Frontend**: Vue 3.5 (Composition API) + Vite + Ant Design Vue + UnoCSS + Pinia + ECharts 6
- **Deployment**: Supports both embedded (single JAR) and separate (frontend + backend) modes
- **TSFile Support**: V3 (Tree Model) + V4 (Tree Model & Table Model)
- **Health Scan**: Async directory scanning with concurrent task management
- **Data Visualization**: Auto-downsampling (LTTB), time aggregation, interactive charts
- **i18n**: Full Chinese and English internationalization
- **Apache 2.0 Compliance**: License headers added to all 167 source files, LICENSE and NOTICE files included
## Key Changes
- Removed old `tsfile-viewer-core`, `tsfile-viewer-web`, `tsfile-viewer-web-frontend` modules
- Added new `backend/` (Spring Boot) and `frontend/` (Vue 3 + Vite) structure
- Added comprehensive test coverage (192 backend tests)
- Added full REST API documentation (`docs/API.md`)
- Added deployment guides, user guides, and testing documentation
- All source files include Apache 2.0 license headers
## Test Plan

- [ ] Backend format check: `cd backend && mvn spotless:check`

- [ ] Verify LICENSE and NOTICE files at project root
