[Core] Truly global globa-forwards

Anyone have any clue if there will eventually be a way to specify 
"truly-global" global-forwards?

I'm using global-forwards as a easy way to navigate from one 
sub-application to another.  Ideally, I'd like to specify all main entry 
points to all modules *in* all modules -- and only do it in *one* spot. 
 I'm fine with doing what I do now (just copy the new forward to all 
modules), but it occurred to me this might be a candidate for a 
framework addition.
