   Added swiftlint source and reference artifacts to checkin.  Initially I had attempted to include SwiftLint as a plugin in the Package.swift files but the download took too long during CI build and the plugin didn't seem to fail the arrow swift build using spm.  Also, tried adding git clone of swiftlint in the dockerfile but this took too long during CI build and tried including just the swiftlint source without the artifacts but again this was too slow for CI build (these took over 15 minutes).
