    build: drop the deprecated rat useMavenDefaultExcludes parameter
    
    apache-rat 0.18 deprecated this parameter, and since it was set to true -
    which is also its default-value - the only thing it still did was emit
    "Parameter 'useMavenDefaultExcludes' ... is deprecated" once per module, 102
    times in a full build. Removing it keeps the Maven default excludes in place
    and leaves rat's verdict unchanged.
