   Thanks fro answer but It is been long time I solved this and forget the close the topic. I was not installing the right versions as I guessed and the right versions can be found if you look at the ionic v3 docs not v4. They have small button on top-right corner in the documentation for this. I did not see it for long time and was installing the incompatible  versions.
