No, we are waiting for Joe to transfer the code to out temporary place.
I guess that with the running ApacheCon, this might differ a bit the move.

Can code changes be made in the joes repository? Or are all code

It's not yet there. We are just in the process of importing the code,
which is in a temporary repository (
http://svn.apache.org/repos/test/joes/jsecurity)
, but in the next few days, it will be available.
In the mean time, you still can grab the sources from the sourceforge
project.
