v3.1_beta_rc1 available for download

Per the new release plan, over the next few days we are trying to put out a
beta.

Given the problems we have had to date, I've put up a "release candidate 1"
for the beta release, and spent most of my time focusing on the format
(i.e., verifying that what was actually placed on the web server could
actually be unpacked), and considerably less time on the content (i.e.,
that the driver does anything useful - though the general consensus I'm
getting from the mailing list is that this is starting to come together
too).

What I will say is that I've not only uploaded everything but I've
downloaded it back and verified that the results are byte for byte
identical.  Furthermore, I've verified that each of the compressed tars can
be uncompressed and untarred, the gzipped tars can be ungzipped and
untarred, and that the zips can be unzipped.  Finally I've even verified
that the resulting contents are identical in each case.

I've built everything except ApacheModuleJServ.dll on RedHat Linux 6.1 with
the Sun 1.2.2 JDK.

Please let me know if you have any comments on the format or the content.
