The Apache Daffodil PMC has voted to accept the daffodil-vscode-debugger
code-base into the project.

At this point we seek approval from the incubator PMC.

Please vote +1, 0, or -1 with reasons.

This vote will proceed by lazy consensus for 72 hours, ending on Wednesday
Oct 6, at 10:00am ET.US (2021-10-06T10:00:00-04:00)

Our IP Clearance Form is complete. The only remaining TBD is incubator IP
clearance.
