Creating a jira to capture a discussion in [HBASE-11288|https://issues.apache.org/jira/browse/HBASE-11288?focusedCommentId=17194403&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-17194403]. 

The discussion came out of avoiding the master from being part of the read/write path. 

As per [~andrew.purtell@gmail.com]

"Generalizing the work to "bootstrap servers" that could be operating in either of master or regionserver roles seems fine but please let's make that a new JIRA or at least its own subtask."

This is currently a place holder if HBASE-11288 implementation of split meta goes in as it would not make sense to add it otherwise. If it does I will get to implementing this then.
