[PR] Enable EpochAwareDebounce to cancel in flight rpc requests [cassandra]
beobal opened a new pull request, #3257:

1. EpochAwareDebounce to provide the Promises used to make remote fetch requests, so that we can cancel them when shutting down the debounce executor
2. Remove type params from EpochAwareDebounce
3. Shut down EpochAwareDebounce executor in dtest instance shutdown
