   I think there aren't any 'updateLoad' needs to be implemented now for other balancers (Maybe we need it in the future). the 'updateLoad' method was used to simplify that we could update cost metric for StochasticLoadBalancer outside the balancer in BalancerChore. 
   
   BalancerChore is the best choice to periodically update the cost of StochasticBalancce now.
