Git repository migration

I am ready to start the github repository migration process, and would like
to check the following:

- If there is any in-progress PR that is almost ready to be merged, please
do it asap before migration.

- Can we make the github repository read-only and disable new issues and/or
PRs

Once these two items are done, please let me know and I can do the
migration.
