xerces-c updated to support icu 1.6 pre-release code

Everyone,
Xerces-c's ICU transcoding service has now been updated to support icu
1.6 pre-release code.

<IMPORTANT>In case you're using icu with xerces you might have to get
the latest icu code from the icu cvs repository
http://www10.software.ibm.com/developerworks/opensource/icu/project/index.html

to work with the latest xerces-c code.
