closing the staging repos after deploy

Hi, all.. specifically devops inclined.

One step I forget moving off bintray is to close the repo after
running the release task
https://repository.apache.org/#stagingRepositories

We have a central sync plugin we use for bintray here
https://github.com/openzipkin/centralsync-maven-plugin

I wonder if we can't use something similar or worst case create one so
that deploy actually completes the job (close the staging repo and
return the url.. then later we can manually log in a click release or
run a plugin to do that)
